Evidentiary Hearings: CICC - Extinction Wars at the Gwangju Biennale
On 7, 8 and 9 April 2023, the Court for Intergenerational Climate Crimes at the Gwangju Museum of Art, South Korea, will hear complaints brought by comrades of the Korean peninsula against the Republic of Korea and transnational corporations registered therein. These evidentiary hearings of the CICC will take place at the Netherlands Pavilion of the Gwangju Biennale, hosted by the Gwangju Museum of Art and co-commissioned by Framer Framed, Amsterdam.
Comrades of the Korean peninsula will testify to the intergenerational climate crimes committed by the Republic of Korea in collusion with its transnational corporations against natures and peoples and demand justice for past, present, and future generations of human, animal, and plant communities.
The hearings will consist of witness testimonies by campaign groups, researchers, and experts, overseen by a panel of three judges. Under the title Extinction Wars, the testimonies will highlight the relationship between intergenerational climate crimes and the military-industrial complex, (neo)colonialism, environmental degradation, and mass displacement of people and ecologies.
The hearings will be conducted by a panel of three judges. Ms. Ryu Jung Hwa is an attorney, practising in diverse areas related to public interests. Ms. Ji Hyun-Young is an attorney specialising in environmental policy. Radha DโSouza, who will be the presiding judge, is a legal academic in London and formerly practising attorney in Mumbai, India.
The public is invited to join the proceedings as members of the jury. As members of the jury, they will be invited to decide on the complaint after hearing the evidence. In order to avoid interruptions to the courtโs proceedings, we ask that participating jury members remain present for the full duration of the hearings. There will be short breaks between the sessions. The hearings will be largely in Korean, with simultaneous translation to English.
Registration is required due to limited seating capacity.

Day 1: Comrades past, present, and future of the Korean peninsula vs. the Republic of Korea

This case indicts the Republic of Koreaโs Ministry of Land, Infrastructure, and Transport for committing intergenerational climate crimes that desecrate the Saemangeum area: the charges include expediting the expansion of the US air force base in Gunsan and enforcing harmful and extensive coastal reclamation. Witnesses from affected communities and campaign organizations will present evidence of the impact, and the threats to peace for natures and peoples on the Korean peninsula.

This case indicts arms manufacturers such as Hanwha Group in the Republic of Korea for trading and exporting weapons such as grenades, missiles, and special vehicles that encourage and support warfare and violence against people in the Korean peninsula, West Papua, and beyond. Evidence of the devastating social and ecological impacts of arms trading and deployment will be presented by witnesses from anti-war organizations and impacted communities.

Day 3: Comrades of the Korean peninsula, past, present, and future vs. Doosan Group and POSCO
April 9th, 2023, 14:00-17:00
This case indicts Doosan Group and POSCO for the devastation caused to communities and ecologies on the Korean peninsula and in Viแปt Nam by the construction of coal-powered thermal energy plants. Furthermore, it indicts the Republic of Korea for bypassing the democratic voices of people of the area by privileging the claims of Doosan Group and POSCO to construct coal-powered thermal energy plants against the interests of communities and their environments. Evidence on the social and environmental impacts of the coal power plant projects in Samcheok, Republic of Korea, and Hร Tฤฉnh, Viแปt Nam will be presented by campaign groups and impacted community members.
